Is everyone creative, and can everyone learn to be more so? WHY or WHY not?

I think that everybody has a sense of creativity and uses every so often, but it comes out in different situations. When I think of creativity, I think of two things, vocal and physical. Creativity is just a state of mind and is developed by opening your mind up and allowing thoughts to flow through your mind. Plus being introduced to a lot of variation, can make a difference. The more ideas and situations you've been in or have observed, the wider array of creativity you poses.
